The Eye has been in the sky for a while. It has not been the sky 'forever', as every ancient culture has a story about its arrival. It is a 'visitor' to the world. Some cultures think of it as 'related to the Gods', others think of it as a natural force, like the moon. What ever people believe, The Eye is the bringer of things.

The Eye is disk high is the north western sky (usually). This three color disk 'looks down' upon the world. The center and most of the disk is black, a deeply luminous black. Surrounding that is a thin ring of white. The outer border of the disk is pinkish, purpleish, swirl of color. If observed carefully, it really does seem to swirl around the black disk. Looking at it, it is about the size of a coin (quarter to a half dollar/ loonie - 3cms) held at arms length, in the sky most of the time. However, it will sometimes appear much, much larger.

The Eye is mostly a daylight phenomena, though for a few nights every season, it can be seen at night. And it sometimes appears between the World and The Moon; once every 412 years, between the World and the Sun. This is seen as a time of change and of dangerous magics.

GM's choice if it is an astrological or atmosphere phenomena. It's orbit is erratic and varies in speed no matter what the choice. A complex formula has been discovered many times over the millenia to explain its size, location, and orbit. It seems to have a 412 year cycle pattern.

Many peoples and things have origins associated with The Eye. It is said that people and things have come from 'elseplaces' through The Eye. This has made The Eye revered in some places and cursed in others.

Some peoples say that certain magic types are empowered through The Eye. It is known, that magic is more powerful, but erratic when The Eye is closer/ larger. (Demons and Celestrial 'others' are also affected by The Eye.) If your world has little to no magic, magic becomes easier to perform when The Eye is 'near'.

Because magic is effected, so is the weather. Odd weather is often associated with The Eye.

GM Use
The Eye is the stable end of a 'wormhole' (if you are science fiction) or a wild gate point (if you are fantasy). Things lost to subspace/ astreal space will often times 'fall out' of the wormhole. Think of it as a cosmic drain, the low part of the hypertopography of probability.

This is mostly a tool for the GMs to 'explain' where certain things came from in their world. Cultures/ Peoples can spring up 'full blown' because the people fell to the world (the eye being near the surface, near a mountain, or they were crashlanders from space ships) as could monsters.

Plots
The End of the World: A cult based upon The Eye has sprung up. The Eye is about to achieve its zeinth orbit (the 412th time it's cycle has begun), and the world will come to the end.

Time of Disaster: The Eye is the size of a shield (held at arms length) in the sky. Magic is erratic, as is the weather. Everyone is holding their collective breath to see what the Eye causes.

The Ceremony Disrupted: A Moon Based high holy day with important significance is upcoming, yet the Eye seems to be rising higher in the night sky. Will it eclipse the Moon and what will it bring? And even if it does not, the magics released by the ceremony will be erratic. If everyone is counting on this ritual

'The Eye gives birth': The Eye grows in size and nearly touches down near by. Out comes a new group of being, confused, dazed, and angry.

'The Eye adopts': As with the above, except when travellers reach the town/ city/ place, it is gone. Has it been taken up by The Eye?
