Skyswimmer cloak
Many men have looked at the birds and envied thier innocent flight, and looked at the fish and envied thier serene swimming. Felonious Twist was a mage that saw a connection.
Felonious Twist was a mage that saw things differently. As an enchanter, he combined many things that weren't meant to be together. A buggy that buttered toast, a bookcase without shelves, a harp with wine cooler, many things he made were just weird.
His finest and most useful item was the Skyswimmer cloak. By moving through the sky as a fish moves through water, Felonious Twist traveled the world, discovering new ways of doing many things and creating many strange and wonderful things.
Felonious Twist met his untimely demise trying to create a wagon that could defend itself like a porqupine.
Magical Properties:
The Skyswimmer cloak allows the wearer to move through the air as if they were swimming. They are boyant, although they can breath as normal. They do experience resistance to thier movement as if they were in water, so reaction times will be slower and awkward.
There is no limit to how long the wearer may swim in the air. They can go for as long as there is air to swim in and their endurance holds out. Winds will affect them as currents would, and any checks for actions use the swimming skill.

Question: Does the wearer actually have to make the motions one makes while swimming or does the cloak do that on it's own? If the former, you would have to have extraordinary stamina and edurance to get anywhere. It's like going to to the store that's 4 miles away; would you rather swim or walk?

Yes, there should be a way to activate its power, to not hinder ordinary walking or running, as Obsidian Shadow noted. Maybe the usual command word, brief concentration, the 'swimming motions', whatever you prefer.
Still an interesting item, and weird in a way magical items should be. Any second wizard can think of a Cloak of Feather Fall (or Flying for that matter), this item is likely to stay unique. And I like this kind of uniqueness.

The swimming thing stops this object from being too powerful. :)

Tying flight time to endurance is great. As Cheka said, its a great, 'natural' limitation which makes it more interesting then the typical ring/cloak of flight.
