Quill of Fine Writing
An expertly crafted quill pen which enhances the efficacy of spells on the scrolls it is used to write.
A quill of fine writing is fashioned by a craftsman from either a Brend or a Leggou feather (both extremely rare birds only found in the marshlands near Oldeccin). The quill is exceptionally fine and light, and doesn't smudge easily. The marks it makes are so clear and lucid that when used to write spells on scrolls, the effects of those spells are enhanced and their probability of failure decreased. All good professional scroll-scribes and wizards use quills of fine writing.

A simple thing, this one is. And useful. It certainly is magical, and probably the birds are slightly magical themselves?
It could be a nightmare to hunt these, if they had the chameleon's power to blend with the surrounding...
I think the pens properties reflect the bird to a point. I think that the bird in the marsh would be a rare sight, but when seen it is the most obvious thing around. I picture it perfectly white, a stark contrast to the surrounding areas, and, when spotted, it sticks out like the darkness around it outlines it making it even more distinct. And no matter what the distance, it is always crystal clear to the vision, rain, fog, etc., do nothing to impare the sight.
It also has a charm of some sort. When spotted the person is almost froze in their place from awe or surprise at viewing the bird. Finally, the bird would depart breaking the spell and by then it is too late. So they are rare for their uniqueness and the difficulty of the hunt.
Perhaps also the way they are crafted has as much to do with their effectivness as the feather. A craftsman might only be able to use a knife made from an exotic steel or forged in an exotic manner or shape to cut the quill. Or only at certain times, like when the birds are getting ready to migrate. Their feathers may be getting stronger and more effective in the last few days before the migration, after that, they've migrated to who knows where and are no longer available.
I am still a bit unclear as to the way I have to incorporate this into the D&D rules. On which check do I get a + ?

Still the idea in itself (especialy with the remarks given here) seem very usefull. I think I just might have a certain wizard send a certain party to obtain a couple of these feathers.

Maybe the feather inself needs to be gold-coated before it can be enchanted....
Good solid idea. I'd love some more details, but it's a good start with what it has. Not every post has to be a full library!
