These are the consummate gamblers, with the wealth and power to gamble anything. They gamble upon the mundane: races and such. They gamble on the exotic (who can pick up a given girl first). They sponsor illegal bloodsports to fill their jaded time. They bet on the price of wheat for a harvest time (then send minion out to make sure their price is the correct one through sabotage, intimidation, and thwarting of other Order Members). They will set up situations and then have people bet upon the outcome. (Given some forged evidence, two street gangs (or two countries) are set to go to war. They bet upon the outcome (and take advantage of their knowledge of the situation). So while most are gamblers who love the thrill of the bet, some of the upper members are master manipulators as well.

These are your Skulls, Your New Men, your Trilateral Commission, your Round Table, those of wealth and power, who play these kinds of games because they can. And other people are their pawns to their own greed, ambition, and huberis.
Eyes Wide Shut shows a perfect example of such an organization, though they are more about debachery rather than politics, at least in the movie's story.
They are a political organization because these are the only people who can gamble at this level.
I mean who else would have the ability and money to gamble on these things, and the ability to create minion to act upon them.
If you don't like the coding, can you find another one for a group of people who start wars to see who will win?

Removing a challenge should be an option! MH showed dedication here. That should be rewarded in several ways.
Now it is a solid setting "society club" of sorts, where the rich rub other rich peoples' backs. Gotta have those.
