Appearance:

Lore check basic - it's a gemstone or crystal. A big thing shed from the eye of a celestial dragon.

Lore check intermediate - Probably a crystal, most signs indicate that it might have been some sort of carved thing, maybe green, not sure.

Lore check advanced - We aren't sure, there are no written records of what the thing looks like, other than the fact that it was small enough to fit in a person's hand.

Lord check master - Either the Dragon's Eye is a series of magical stones, or it changes its shape and appearance each time someone manages to find it and activate it.

 Powers:

Unknown

Lore Basic - it has the ability to grant wishes

Lore Intermediate - the last time it was used it blew up a mountain

Lore Advanced - the Dragon's Eye has a number of powers, but they are so momentous that it is only found and used once every thousand years or so. Legend and history are blurred around it.

Lore Master - the power of the stone comes from the bearer, not the stone itself

Legend and History

6000 BCE - the Barudan Empire was poised to conquer the known world, and was facing a last alliance of the noble races. As the armies of fell men and evil races congregated, a lieutenant inside the Empire found the Dragon's Eye and used it to annihilate the capital of Baruda, taking out hundreds of Dread Mages, Demon Lords, and the greater part of the Barudan military capacity. The event turned the central province of the Empire into a spell blasted plain. It remained uninhabitable for a thousand years, but like any wound, it healed and in the common era, Barudan is only known by the wisest of historians and sages.

5000 BCE - the Legacy of Zinbanise founded the era of the Elfin Empires. The elf Zinbanise found the Dragon's Eye and used it to create the scale bound abominations (dinosaurs) to serve as hounds and mounts for the elves. The elves used the power and tactical advantage of riding the scale bound for centuries before the bloodlines started dwindling, and by the end of the millennium, the scale bound were all but lost to sterile eggs, poaching, and animal assassination.

4000 BCE - the island nation of Messend, notable for its long support of slavery, piracy, and complete lack of respect for sentient life is shattered and broken by an unknown leviathan.

3000 BCE - the Prismatic Storm occurred. The reason for the storm remains unknown, and what it changed also remains a mystery. It is believed that the Dragon's Eye was used to excise a piece of the world and either obliterate it so completely that even it's memory is gone, or it was used in some sort of temporal blast that removed something so completely that it never existed, so none can remember it. This second is the favored explanation as different accounts of the storm have many different timelines. Some places in the far lands record the storm lasting for weeks. An island beyond the eastern exotic lands was abandoned as the inhabitants regarded the storm as never-ending, or having lasted more than a year. In the western lands, the Prismatic storm lasted a few hours, to part of a day, and then was done.

2000 BCE - The Hrenrenes Hrinir appears, a metallic black moon, and persists for ninety-nine years before vanishing. During the century of the Black Moon, all nations and empires crumble, most noble bloodlines are corrupted or ended, and the great museums and libraries suffer hideous losses to calamity and accident. A number of minor races are wiped out, and the only immortals and great beasts that survive are the ones that went into hibernation or retreated into hidden fortresses, or deep in the earth. It isn't known if the Dragon's Eye created the Hrenrenes Hrinir, or if it dispelled the dark moon.
