You know what I wouldn't mind seeing? Because I need one tonight :) A random generator for fort-on-the-hinterlands-holding-out-against-overwhelming forces. You know the type. Think Conan on the Black River on the border of Pictland atop a wooden palisade.
Things like, who leads, how many men left, just how dire are their straits? Resources? Supplies? Starving? Sieged? Who is the overwhelming "enemy force" (orcs, barbarians, etc) at their gates?

While I theoretically could, an initial analysis came up with other fifty variables which would have to be considered just to create a baseline starting point, given the criteria you listed. Which means it would probably take a month or two to work out all the details (give or take about three weeks if I cannibalize material from various other generators for adapted usage) and the end result would be roughly the size of a standard adventure module.
