Districts of Star lake

Star lake is the city in which Blackrose Academy is built on. The city was originally a small spot on the way to the school but has grown into a vast city sprawling acorss the island like a weed. The city has been divided into four Zones, each one housing the different districts of the city itself.

Each of the four zones has a different purpose and reason. Within each zone the districts will reflect each other and will rarely if ever conflict. These zones are sort of a pecking order within the city. If you have a business it goes into a certain zone in a certain district. Deviate form that and your business may be moved without your concent or shut down.

Blackrose Academy was built as a center for anyone wanting to learn. It houses some of the most intelligent and brilliant minds of its time. People would come from all around to study magic, languages, warfare and tactics, among other things. But that has changed.

All the streets in zone 1 have been paved with red brick cobble stone. The rain gutters lead down to the dockside and the harbor where the dirt and refuse is washed away by rain and by a Service crew designated by those in the Civic District. Most of the cleaning duties are done at night when the streets are devoid of travelers. Different service crews handle different zones. One is designated for each zone as the duties required to keep up the districts and zones different slightly per zone.

All the streets in zone 2 are paved with a smooth water stone pulled form the shore of the lake. Some of the nicer houses have gutters to wash the refuse from the streets down to the harbor, but the lower houses have no such luck at having a free service such as this to clean their streets.

Houses vary from size to size, the smaller houses are closer to the warehouse and waterfront districts in zone 1. With the nicer and much larger houses being toward the better districts of zone 3. These usually house richer merchants or guild officials.

The roads in zone 3 are paved with bricks of black and blue. Trees line every path and street and the buildings are uniform in appearance. All having to look the same per a city decree set in stone ages ago with the founding of the academy. This zone is where Blackrose Academy rests. It offers a view of the lake from the highest portion of the island and has the added bonus of being on the eastern side of the island affording the best view of the sunset.

The roads of zone 4 of Star Lake are uniformley white. The roads are cleaned nightly once the services of this district are shut down for the evening. With few reason to be in this area at night the militia closes it off and sets a patrol to make sure it is kept clean.

While I like the sectino posts, I am less inclined about this.

On the introduction I would like to see a bit of history or at least an explanation as to why the city has such urban planning. The school does not seem to be "in charge" of the city, the city seems independent. The who, whats, and how of who is in charge and how do they stay that way would be nice.

A good collection of locations along with their theme... the only question that comes to mind is, why is there such a big pressure for everything to stay in line? Who has decided what will be in each district, and why? What happens with the hard-to-categorize establishments?

(Note: add a few of those that would like, or have stepped behind the lines, stories of what happened to them, or how did they avoid being removed - there must be such people.)

I didn't even see this yesterday.

I originally found an overview from some author for TSR about defining a city by zones to make it faster and easier to detail out. It was I would say a 30 page PDF of what should go where in a city and such. It looks very linear on paper but isn't as linear when you see it say for instance in a map format.

Even so to answer part of your question. It is linear in this way because the place was originally built by those wanting to teach and such teachers liking order preffered to have it in a manner to make it easier to deal with. Whether it was a wise choice or not is left up to historians as the original design of the city happens centuries ago.

There will be stories about the darker side soon.

As the PCs travel the road, right after a bend they hear a sharp whistle and call: "Heeey, not so lazy, move your asses!" It is a large man that calls, and there are unwilling workers that listen. A small company, 10-15 men work on the road, push boulders aside, dig up roots from under the road, etc. The large man that shouted turns to you, smiles fast and mutters something under his breath, sounds like cursing some lazy worker. "Where does the road bring you from, travellers?" And does a little small-talk. And what is really happening? A group of bandits is 'adapting' the road for shady purposes. The road will not be wider, but tighter, with enough cover around (and a few traps perhaps), and will become an ideal spot for ambushing travellers or entire caravans. The bandit leader wants them all to appear harmless. The 'lazy worker' he cursed was actually a guard that should give warning before any travellers come around (fallen asleep). Not surprisingly, the boss may decide for an ambush even now.
