They are your rank. Hold your cursor over them and you'll see the name of your rank in the Citadel. It raises (I think) with the number of posts and the length of time you've been here.

the flames have to do with how any posts. At a certain number you get an extra flame!

My brother-in-law buys the big ones for $75-$100 dollars a piece. He'll then shoot them off on with some hillbillies that live a mile away.

My uncle used to do that. Except he bought cheeper smaller ones. They were big and loud still, some were illigal
