In an odd bit of whimsy, I clicked on an ad link in my gmail. It was for an rpg called Stages, that claims to be universal rules. I've only browsed the rules and was not overwhelmed with desire to play it.
But there were two good bits on the site.
The first was a utility that uploads an image, creates a color front, adds a grayscale or outline back, plus the bits to cut out. Save image and you have a fig from any image. Obviously, some images work better than others. http://stagesrpg.com/stages-rpg/utilities/paper-figure-generator/
The second bit were color tactical maps that were fairly generic that could be used for combat maps. In hexes, not squares. ToC mini images on side for quick previewing. http://stagesrpg.com/dl/stages_hexmaps_set1.pdf
Here's the actual game. http://stagesrpg.com/stages-rpg/get-stages/
