Any ideas for a ring that can stop someone in hiding, who does not want to be in hiding in the first place, from blowing his/her cover?

A geas based ring could literally use magic to prevent someone from speaking about their old life, name etc. This is a bit heavy handed, but could be obliviated by simply removing the ring.

A higher tech solution is the good old "cortex bomb" (pin head sized explosive placed in the brain near a major artery area)

Then promise the person if they blow their cover you'll press the kill button and blow their mind.

The geas idea is excellent, and to prevent easy removal make it a bracelet that looks fancy but is firmly fastened to the users wrist. (and add in extra magical control to keep them from seeking to have it removed)

Or deprogram them - hide their old memories away somewhere that can only be released by the powers of plot.  They will not reveal themselves because they do not know.

Now, something might be causing this surpression to fail, and the PCs need to find them before it does and blows their cover.

Aye, similar to the plot of "Total recall." (Well worth watching if for nothing else then first had viewing of the implementation of the idea.)

One could also use a magical means of suppression in a fantasy game with similar effects.

That was in the back of my mind somehow. Hopefully the extraction will be somewhat less painful. And not through the nose. Or other opening for that matter...

The item could change them, transforming them into some form no one would believe.  Another option would be an item that changes which languages they can speak:  If they can't communicate in any common language, they would find it hard to reveal themselves.
