Why not find a one star or half star submission and make something really good based on it?

Not really - it might be polite to do so, but stuff is shared here and one of the reasons is to allow others to extend it.

We have never had any issues with doing so before. The problem is not making something out of these submissions. The problem is making something GOOD out of them.

I don't it's that hard, provided the author is willing to invest some time and effort on this challenge. Scras has demonstrated that it can be done.

It's not too easy, but can be done. You don't have to change the original - simply write something based upon it, and link back.
