32 Point buy works like this:
Each stat has a starting score of 8. You have 32 points to put into those scores at a 1-to-1 ratio (one free point that you have available can be spent to increase an attribute score by one point). When a score reaches 14, it doubles in price, and you have to spend points on that attribute at a 2-to-1 ratio (so to get your Dexterity up from 14 to 15, you have to spend 2 points.) Then, once an attribute score reaches 18, it costs 3 points each, and after 22, it costs 4 points each. Then you add racial bonuses. Then you add level bonuses.
So, for example, I have all 8's. I want to increase my dexterity to the absolute exclusion of everything else.
I have 32 points available, so I spend 6 points on Dex. This puts my Dex at 14, leaving me with 26 points.
Then I spend (at a 2-to-1 ratio) 8 points on my Dex. My dex is now 18, and I have 18 points left.
Then I spend another 12 points (at a 3-to-1 ratio) on my Dex. My dex is now 22 and I have only 6 points left.
Finally, I spend the last of my points at a 4-to-1 ratio, to increase my Dex to 23, leaving me with only 2 points left.
With my last 2 points, I increase my Strength (at a 1-1 ratio) up to 10. My ability scores are now all 8's except for a 10 in Str, and a 23 in Dex.
I then add my racial bonus to my scores. I chose to be Halfling because it improves my Dex. Because I am a Halfling, I get a +2 to Dex, and a -2 to Str. This decreases my Str to 8 and boosts my Dex to 25.
This leaves me with an 8 in all of my ability scores except for Dexterity, which is 25.
Finally, because the game starts at level 5, each player gets to start with a single +1 improvement to one ability score for having reached level 4.
I put this into Dex, increasing my Dexterity to 26. This makes my stats all 8's with a 26 in Dexterity.

Since the SRD are identical to the Core Rulebooks of D&D 3.5 (with some layout changes and some omissions), all D&D 3.5 Core Rule Books are allowed (not including the Monster Manual) for use in character creation.

Characters all have a starting wealth of 4,500gp to be spent any way that you want. I will automatically assume that all characters have the following:
1 Pack
1 Adventurer's Outfit
1 Purse
1 Water Skin
1 Torch
1 Magic Jug of Oil (4 hours). It refills automatically each time you leave or enter a town.
5 Feet of Cloth
5 Feet of Rope
1 Knife
3 Ounces of Lint from mercifully unnamed sources
If you have a question as to whether or not I will allow something, ask first. Forgiveness is not easier to obtain than Permission, and I often grant unusual player requests.
Characters should be ready within about a week. If you finish up faster, we can start sooner.
