The documents are photos of the crimescenes, copies of the police reports and witness statements, floorplans, that sort of thing. None of the witnesses, a couple of security guards and a clerk working late saw anything useful; the arsonist apparently slipped past the guards. The clerk was actually knocked out and came to a block away, so apparently the arsonist isn't a killer. The fire department couldn't find anything useful; the reason it's being treated as arson is because it's too coincidental, they can't find any way for the fires to have been started accidentally, and, of course, the clerk being knocked out.
The agency does have a database, but it's sketchy; there haven't been too many powers that have come to your attention. Anat is currently the only pyro listed (I believe that is her ability, yes?), but it certainly wasn't her. Basically, as you investigate more of them, the company adds them to the database, but it's still a reletively new business.
