If i have a submission for a non-fantasy, non-sci-fi NPC that only fits in Modern times, is there a place for it here?

Go for it!

At the start of the sub, include a note about what sort of setting it's suited for.  There are modern-day subs within the citadel, but they are quite outnumbered by the heroic fantasy genre subs.

Those poor, beleagured modern-day subs need all the reinforcements they can get!

ok, still stuck, not sure which section to put him, he is a modern day serial killer where do you put Villainous NPCs

Mark Lewis

Background: Mark is a shy, reclusive young man aspiring to become a film-maker, always carrying a hand camera, he works on a film crew and part-time photographing lurid pictures of women. In his spare time he kills women and films their faces on a reflecting mirror attached to his camera. As a child he was used as a guinea pig for his father's psychological experiments. Mark's father would experiment on his son by studying his reaction to stimuli such as lizards which he would put on his bed and would stalk the boy with a camera and went as far as recording his son's reactions as he sat with his mother on her deathbed. His father, whose studies made him a respected psychologist, was interested in studying the behavior and habits of a voyeur and its subsequent effects. Mark films dying women to study fear.

Storytelling hints: Mark was severely damaged by his scientist father. He watches life like an outsider and will rarely socialize with others. He is very calculated in choosing his victims, all women, usually weaker then him, he will flee those stronger then him. If cornered he may attempt to kill himself.

If your NPC is going to be a standard villain, then he's a Minor NPC, if an entire series of adventures is going to revolve around him, then he's a Major NPC.  If he's associated withone particular adventure, he could be scenario based. 

Don't worry too much, we've all done subs that others thought should have been put in differently.  It can be a trial-and-error process.

Was he by any chance influenced by the main character of Peeping Tom?

He seems cool, but you need more fleshing out... Go into detail about his thoughts and feelings, his modes of thought, his behaviors and physical appearance, et cetera. We like detailed around here, detailed is what we do, heheh.

Before you get the big long lecture/rant, one might also suggest that you read over some of the higher rated existing subs so you see what we're looking for.
They were immediately and absolutely recognizable as adventurers... They were hardy and dangerous, lawless, stripped of allegiance or morality, living off their wits, stealing and killing, hiring themselves out to whoever and whatever came. Yes, "Peeping Tom" saw a bad remake on the better, older film
Gave him stats and ran him against a World of Darkness group at a college modeled after SCAD

I agree with Pariah, he needs to be fleshed out more
working.....

Being the primary submitter of modern, urban fantasy, supers, and other odd genres, welcome and do post.  Make sure to list what genre or campaign type it should be used for at the begining of the actual write up (Not in the Summary).  I usually put a little blurb in italics saying something to the effect...   

For a Modern or Pulp Super Campaign. Could be adapted to other genres and settings.
