I found a really interesting item in a book I was reading that needed just a little tweaking to become a cool submission, but it is someone else's idea. Whats the policy on that here? Or just your general feeling?

The general rule is you can copyright words, not ideas, so you can take the idea and reform it in your own words.
But it would be in good taste to give us a reference.

Aye: Credit given where credit is due. Make your idea, and as a note at the end of it, tell us where it was inspired from.

Just book and author should be enough. I don't think you'd have the author breathing down your back anyways, but it's always good to give credit.
