In an attempt to reduce server load and keep the site up for the time being under the current hosting conditions I have implemented the following two changes that will ONLY affect those that are NOT logged in.
1) The chat on the main Citadel is no longer viewable by guests at all.
2) The pages will only refresh every 15 minutes (or so)
---So if you put in a new submission, a guest would not see it for a max of 15 minutes unless they were the first ones to hit that page in tover 15 minutes.
Won't be a major load reduction but it will help a bit on the index pages and probably a few of the main pages.
