Read the story about the Peasant King. I think that is a great and interesting idea.
Does he have a secret guild-like following? I would think that the true king would still have his share of allies to lean on occassionally, especially as he still resides in his own city. He may very well try and steer clear of them to ensure he remains hidden, but just a thought.
We love to help with settings. Post what you have but make sure you ask questions. Many times we just read and enjoy not wanting to interrupt the process, but if there are specific questions you want help with then it is easier for us to aim our energies.
