Ianna the Were-Mosquito    NPCs  (Minor)   (Criminal/Espionage)

By night this young woman takes the shape of a huge mosquito the size of a dog, and flies around looking for people to feed on. She has the ability to split apart into a cloud of small mosquitoes to fly under doors and through any small cracks and holes in a house, and then reforms and is able to puncture mosquito nets to feed on her victims. If she gets into a fight and starts losing, she will split apart again and fly away to make her escape, and as long as even one of those mosquitoes gets away unharmed, she will turn into her human form  at dawn and regain all her strength and vampiric powers by dusk. Those that she bites are likely to come down with disease afterwards.

12. Deacon Rogue from [30 Brigands]

No one knows this former Holy Man’s name as he forsook the church and the cloth for some reason. Most suspect heresy, and the Deacon’s combat skills with the warhammer and glaive persuade them not to ask too closely. A guarded and quiet man filled with unholy rage.

21. Mermaid’s Husband

This pirate has some sort of odd trinket he claims came from his mermaid wife. It is likely a ring of shell or some other trinket or bauble. The Grey Skull    NPCs  (Major)   (Criminal/Espionage)

-Heroes scatter under barrage of grey energy spheres-
"You know kids, you didn’t mind when Captain Liberty took you down. He did it with honor, with respect, and followed the rules. Not you kids today. For you, it is all about The Power. Just as soon shoot you as take you in.  And really young lady, would your mother approve of that costume? Not that the rest of you dress much better. What standard are you idiots setting for the young kids of today?"
-thwack-
"Get up. Don’t you have any pride?  A novice should have been able to avoid that attack.  You have a total lack of grit. Don’t lie there and moan. Get up. And that surprise maneuver you two are attempting. I have to tell you, not so much of a surprise. Now, stop standing there wide eyes and slack jawed. Do something. "

"You are heroes for Gods sake. Start acting like it."

The Dark Man    NPCs  (Major)   (Criminal/Espionage)

"The Dark One, he looks like anybody you see on the street. But when he grins, birds fall dead off high places. When he looks at you a certain way, your humors freeze and your urine burns. The grass yellows up and dies where he spits. He’s always outside. He came out of time. He doesn’t know himself. His names are legion as are his faces. He’s afraid of us. He is always on the outside looking in; hating people who have good fellowship and good conversation and friends - things he can not have. We’re inside. He knows magic. He can call the Night Beast and live in the shadows. He’s the king of nowhere. But he’s afraid of us. He’s afraid of . . . inside." The Book of Cauldius, found in the Royal Archive 828 by Arthurus the Wise

       By: Psalmanazar

In the Middle Ages, and even up to the early twentieth century, most of Europe's executioners were related: the Sansons and Deiblers in France, the Pierrepoints in England, etc. The reason for this was that, it generally not being socially acceptable to, well, kill people, executioners and their children could, generally, only marry other executioners or their children.
The parallels with massively inbred, Hapsburg-style dynasties are obvious- imagine a rather clever but politically inept satirist noting this, and being sentenced by the latter to a meeting with the former; even worse, imagine a dynasty of deranged and deformed executioners- think Texas Chaisaw Massacre with government funding.
