I like the idea of this item pulling random crap in large amounts and having skill determine how well the item matches the desire of the user. The more precise the request, the longer it takes.

I would also have it be a weak point in reality, so that things that should not be would be more likely to arrive in its presence, so while it is a useful tool, it is always dangerous.

One could even have it function as a Wand of Wonder or equivalent random magic device when used by the unskilled.

Now, for why someone would need/make something like this, I have one word:

Chainmail.

A smaller version of this device would be a godsend, as the best chainmail armor had riveted links. I've make chainmail the lazy way, by squishing links together with pliers, and that was tedious enough. I can't imagine the amount of work required to make a riveted suit with medieval technology...
